The 'free' bicycles are often rusty, have broken brakes, or are completely unavailable when you need them.

Honestly, no. The house reef is dead and deep. You have to pay ~$130+ for a boat excursion to see real marine life.

Yes, guests have cross-dining privileges at the Hard Rock and The Marina, though some high-end spots like Ministry of Crab are excluded from meal plans.
Is it all-inclusive?
