Yes, the main pools are heated and open year-round, though the European (topless) pool and smaller secluded pools may close seasonally.

Only if you book at Encore. Wynn main tower is service animals only. Encore charges a pet fee (approx $150) and has weight limits.
How much is the deposit?
Expect a hold of $150 to $300 per night for incidentals on top of room and tax. It releases 3-7 days after checkout.
Is it easy to walk to other casinos?
It's at the north end. Palazzo/Venetian are a manageable walk via overhead bridge. Center Strip (Caesars/Bellagio) is a long 20-30 min trek.
