Yes, there are two elevators which is rare for the area, but there are still some small steps at the entrance.

Can I park my car there?

Technically yes, via valet. But driving in Sultanahmet is a nightmare. It's better to not have a car here.

How close is the tram?

The Sultanahmet tram stop is about a 3-5 minute walk.

Is the rooftop restaurant open to the public?

Yes, 'Cihannuma' (or 360 Panorama) is open to non-guests, which contributes to the evening foot traffic and noise.
